3. Workshop objectives, scientific relevance, timeliness, multi- and interdisciplinarity, ISSI added value:  
Global Navigation Satellite System-Reflectometry (GNSS-R) and Signal of Opportunity-Reflectometry (SoOP-R) has gained much more attention in recent years. It employs the navigation satellites or other communication satellites as signal sources and uses their reflected signals to observe Earth surface parameters. As for GNSS-R, there are currently more than 100 signal sources available, and the rise of Signal of Opportunity in recent years will greatly enrich the signal source in both frequency bands and the number of available signal source satellites. At present, the application of this technology in Earth observation includes oceanic parameters (such as sea surface wind, sea surface height and sea ice thickness and extension), land surface (soil moisture, vegetation biomass / water content, snow thickness / snow water equivalent, surface freezing and thawing monitoring). GNSS-R is a new interdisciplinary and a milestone in the integration and development of microwave remote sensing and satellite navigation. The advantage of GNSS-R in spatial and temporal resolution complements well other traditional remote sensing approaches. It is of great significance to make full use of GNSS-R observation characteristics, explore new remote sensing retrieval possibilities and their potential application. 
 
Several space borne GNSS-R / SoOP-R missions have been launched or scheduled during the last years. As examples, NASA's CYGNSS constellation in orbit has demonstrated its advantages in the field of ocean and land remote sensing, and the GNSS-R payload on FY-3 satellite, designed by NSSC (CAS), will achieve global coverage and carry out scientific research both on ocean and land surface. Riding on this new Earth observation method, corresponding engineering developments and scientific research are generated. The conference will bring together many domestic and foreign scholars to discuss the engineering and scientific problems in this field, and jointly promote the development of this new remote sensing technology.
